Dickinson’s Water District conducts ongoing rehabilitation and replacement of critical infrastructure to ensure the provision of safe, reliable and regulatory-compliant services. The district employs a comprehensive Capital Improvements Program (CIP) to identify and plan necessary capital projects across short-term (1–5 years), mid-term (5–10 years), and long-term (15–20 years) horizons, aligning project delivery with strategic planning and funding needs.

Current capital projects are funded through the district’s 2022 and 2023 bond programs, as outlined below. However, between 2024 and 2025, nationwide construction costs increased by approximately 50 percent, significantly reducing the number of projects the district is able to undertake within available funding.

Work has been completed on replacing the 10-inch water line with a new 16-inch line serving the west side of the district along FM 517 from Medical Park Drive to FM 646. Work included installation of approximately 4,425 linear feet of water line, 15 fire hydrants, and multiple service connections.

Rehabilitation of the Spruce Lift Station has been successfully completed. Improvements include full replacement of station piping and application of a protective structural coating.

Construction has been completed for the 12-inch sanitary sewer force main along Oak Drive, extending from Deats Road to Sunset Drive. The project consisted of 1,650 linear feet of force main and installation of a 2-inch air release valve.

Construction was completed on the 16-inch sanitary sewer force main between FM 517 East at California and 42nd Street to FM 517. The project included 4,100 linear feet of force main and two 2-inch air release valves. In-house crews performed a significant portion of the construction.

Construction is underway for a slip-lining project to rehabilitate the existing 36-inch sanitary sewer line. The project includes installation of 5,950 linear feet of 30-inch fiber-reinforced pipe within the existing concrete line. Work will occur along FM 517 from FM 646 to Hughes Lane, extending to the Hughes and Deats Lift Station. Construction is scheduled for 240 calendar days and was awarded below the engineer’s estimated cost of $2,500,000.

The rehabilitated storage tank is now back in service. Phase Two of the project is in progress and includes construction of a new pump station and installation of a new standby generator. The overall project is expected to be completed in 2026.
